Title 1 of the Every Student Succeeds Act (ESSA/ ESEA) is a federal funding program designed to close achievement gaps an ensure that all children have fair, equal, and significant opportunity to obtain a high-quality education. In Wisconsin, Title I funds are allocated to schools that serve a significant number of students who qualify for free or reduced-price meals. These schools use the funds to implement effective teaching methods and provide additional academic support to students who need it most. This can include things like tutoring, small group instruction, after-school programs, and professional development for teachers. The goal of Title I is to help ensure that all students, regardless of their socioeconomic background, have the opportunity to achieve academic success. What is Title 1 School Wide?
A school shall establish a school team, including teachers, principals, other school leaders (included from LEA), paraprofessionals, parents, and other members of the community, (i.e. tribal organizations present within the community, and if appropriate specialized instructional support personnel, technical assistance providers, school staff, and if the plan relates to a secondary school, students and other individuals determined by the school) to implement a comprehensive plan that is based on a comprehensive needs assessment of the entire school that takes into account information on the academic achievement of children in relation to the challenging academic standards, particularly the needs of those children who are failing, or are at risk of failing to meet the state academic standards and any other factors as determined by the LEA.
Title 1 Annual Review
Each Title 1 school shall convene an annual meeting, at a convenient time, to which all parents of participating children shall be invited and encouraged to attend, to inform parents of their school’s Title 1 program, explain the requirements of the Title 1 program and the right of the parents to be involved in the Title 1 program. If requested by parents, the school will provide opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children, and respond to any such suggestions as soon as practically possible.
What is the Parent/ Teacher/ Student LEarning Compact?
Each school served with Title 1 shall jointly develop, with parents, for all children, a School-Parent Compact that outlines how parents, the entire school staff, and students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership to help children achieve the states high standards.
Family Engagement Policy
The federal Title 1 statutes and regulations require parent and family engagement policy guidelines to be developed jointly with, agreed with, and distributed to the parents and family members of students participating in Title 1 programming/ services.
Family Engagement Activities
Schools served by Title 1 must ensure the effective involvement of parents by building the capacity, to support a partnership among school, parents, and the community to improve academic achievement. This is done through: Back to School Open House, Parent Teacher Conferences, Pancakes & Pajamas Holiday Breakfast, Green Eggs and Ham Breakfast, Book Fairs
